The Employee Handbook is both a resource that Player Characters will have access to in some form or another, and a catch-all term to cover the information presented on the Wiki for how various Field Mechanics work. We have written some of these Mechanics in a semi-IC fashion so that you can assume that anything presented on the Wiki (outside of OC notes) could have been presented in one or more Employee Handbooks at some point but also it's safe to assume if it's on the Wiki it's sufficiently factual for it to be considered accurate.
